Phi phenomenon is when two lights that are next
to each other create the illusion of movement.
If they blink on and off in quick succession, it looks like a single
light that is moving between the two lights.
For example: the wheels and horse christmas lights aren't moving, they just look like it because the lights create the illusion of movement.
